Main responsibilities:

(I) Strengthen party building. Implement the responsibility system for grassroots party building; promote party building in sub-district communities (villages) and units, industry system party building, and regional party building & joint construction and interaction; coordinate party building in new areas, new business forms and new groups within our jurisdiction; strengthen the party’s political, ideological, organizational, style and discipline construction; implement the systems. Deepen the fight against corruption and strengthen ideological work at the grassroots level.

(II) Balance regional development. Coordinate and implement the major development decisions and construction plans of the jurisdiction, and participate in construction planning of public service facilities in the jurisdiction; advance agricultural and rural development; cooperate in the organic urban renewal work, and promote the healthy, orderly and sustainable development of the jurisdiction; try to invite investment; coordinate the work of enterprise services, optimize the investment environment, and guide the work of economic development services such as “three-assets” management of Economic Cooperation Society.

(III) Organize public services. Organize and implement various public services closely related to residents' lives, and implement policies on human resources, social security, medical insurance, veterans, civil affairs, education, culture, tourism, sports, and health. Deepen the reform of “one visit at most” in sub-districts, and promote the “general acceptance mode without difference” to the community (village); accelerate the realization of nearby, online and simplified government affairs services.

(IV) Implement comprehensive management. Conduct organizing, implementation, comprehensive coordination and supervision for the regional and comprehensive work including urban management, population management and social management within the jurisdiction; supervise and manage the properties within the administrative region under entrustment, and carry out comprehensive management for the residence communities within the jurisdiction.

(V) Supervise professional management. Coordinate all kinds of professional law enforcement forces in the region; coordinate market supervision and management, emergency management, urban management, planning and natural resources management, and ecological and environmental protection; organize surveillance by the masses and social supervision.

(VI) Mobilize social participation. Adhere to guiding grassroots governance with grassroots party building; mobilize and guide social forces such as various units, social organizations and communities (villages) to participate in social governance; guide the units within the jurisdiction to perform social responsibilities, and integrate various social forces in the region to serve the development of sub-districts and communities (villages).

(VII) Guide governance at grassroots. Make the district (village) party organization play a key role in the construction of self-governing organizations at the grassroots level; improve the system of grassroots social governance under the leadership of the party; promote the building of deliberative democracy at the grassroots level; conduct organizing among the masses, carry out publicity in the masses, gather the masses, and serve the masses; make the residents (villagers) play a leading role in grassroots social governance; improve the overall level of grassroots self-governance.

(VIII) Maintain security and stability. Take charge of related work like safety construction, comprehensive treatment, safety production management and social stability within the jurisdiction; deal with letters and visits from the masses; effectively solve various conflicts and disputes. Accelerate the improvement of high-level social governance. Keep moving the focus, power and guarantee down; realize meshing and integration of comprehensive regional governance; improve the refinement level of the public safety system.

(IX) Complete other matters stipulated by the laws, regulations and rules as well as other tasks assigned by the district committee and district government.
