Introduction of Jincheng Sub-district Office
Main responsibilities:
Jincheng Sub-district Office is the agency of the district government, and mainly takes charge of administrative functions including internal politics, economy, culture, education, sanitation, family planning, village and town construction, land management and public security within the jurisdiction endowed by the district government. Its major responsibilities are as follows:
(I) Execute relevant principles, policies, laws and regulations of the party and state; investigate, study and formulate the implementation methods and measures suitable for the actual conditions of the jurisdiction.
(II) Take charge of the economic work within the jurisdiction; make economic development plans; check, supervise and manage the collective economy and collective assets; actively guide and develop non-public enterprises.
(III) Cooperate to implement the overall urbanization plan of the district government within the jurisdiction; formulate and implement long-term plans and measures for modernization construction in urban, rural and suburban areas within the jurisdiction according to the practical situations.
(IV) Take charge of helping the government departments to conduct construction planning in the jurisdiction, villages and suburban areas; carry out various kinds of work including land use management, forest resources, water resources and facilities protection, environmental protection, city appearance and environmental sanitation, and health & epidemic prevention management.
(V) Take charge of public social affairs management within the jurisdiction; carry out the work like soldier collection, military family treatment, placement of veterans, social relief and poverty alleviation, endowment insurance for the disabled & aged people association and communities, medical service, and funeral reform.
(VI) Take charge of petition reception; implement the comprehensive management policies and principles of public order; organize, coordinate and guide public order and maintain social stability within the jurisdiction.
(VII) Take charge of making and implementing the work plans for family planning, nine-year compulsory education, public health, culture, broadcasting and physical education.
(VIII) Take charge of guiding the work of the neighborhood committee within the jurisdiction; understand and reflect the residents’ opinions and requirements; strengthen community building; cooperate with the Civil Affairs Department to implement the Organic Law of Urban Residents Committees; conduct general elections in accordance with the law, and choose members for the neighborhood committee; remove the village and construct the community according to the national and district governments as well as related laws and regulations; practically strengthen the auditing of collective assets; prevent the loss of national and collective assets.
(IX) Take charge of guiding the work of the village committee; understand and reflect the villagers’ opinions and requirements; implement the Organic Law of Rural Village Committees; conduct general elections in accordance with the law, and choose members for the village committee; guide the supervision and inspection on village-level finance, and consolidate and develop rural collective economy; guide and coordinate the restructuring of agricultural industries, develop diversified businesses, and strengthen and improve the system of socialized rural services.
(X) Take charge of helping the labor, public security, judiciary and family planning departments to conduct registered residence management as well as work, childbirth, labor protection, and employment registration management of migrant workers within the jurisdiction; take charge of supervision, inspection and guidance on safety production and fire prevention of enterprises within the jurisdiction.
(XI) Formulate final plans for finance at the same level; help the Local Tax Bureau collect scattered taxes; make the financial disciplines strict; check and appropriate expenditures.
(XII) Undertake other work assigned by the district party committee, district government and other working departments.
