Main responsibilities:
(I) Strengthen the party's overall leadership. Adhere to and improve the party’s leadership over the work in all fields and areas, and strengthen the party’s system construction. Strengthen the party’s political leadership, ideological guidance, mass organization, and social appeal. Coordinate party building in new areas, new business forms and new groups within the jurisdiction; strengthen the political, ideological, organizational, style and discipline construction in the party; make system construction run through this process. Deepen the fight against corruption and strengthen ideological work at the grassroots level.
(II) Balance regional economic development. Meet the needs of regional integration and development; rationally determine the orientation of economic development in towns. Accelerate the development of new and high-tech industries; transfer the focus of economic work to promoting industrial upgrading, promote economic restructuring and change the economic growth pattern, and create a sound business and living environment; implement various measures for rural revitalization; cooperate in the organic urban renewal work, and promote the healthy, orderly and sustainable development of social economy; try to invite investment; coordinate the work of enterprise services, and optimize the investment environment.
(III) Strengthen public service functions. Promote the transformation of town functions from “management type” into “service type”; vigorously promote equal access to basic public services. Promote high-quality public service resources of towns to the community (village). Create modes to provide public services, and accelerate the establishment of a public service supply model of government guidance and social participation held by both the state and people; enhance government purchase of services, and promote the change from spending money in talent cultivation into spending money in problem solving. Accelerate the improvement of public services closely related to people’s livelihood.
(IV) Optimize the comprehensive management functions. Take charge of regional and comprehensive work including town management, population management and social management within the jurisdiction; undertake the functions of leadership, implementation, comprehensive coordination, supervision and inspection. Make overall plans for daily management of “four grassroots governance platforms”. Strengthen and improve economic development, comprehensive law enforcement, emergency management, market supervision, natural resource management, ecological and environmental protection, and agricultural and rural development; take charge of supervision and guidance for property management within the jurisdiction and comprehensive management for residential communities.
(V) Actively organize social governance. Adhere to guiding grassroots governance with grassroots party building; mobilize and guide social forces such as various units, social organizations and villages (communities) to participate in social governance; guide the units within the jurisdiction to perform social responsibilities, and integrate various social forces in the region to serve the development of towns and villages (communities). Strengthen basic units of grassroots co-governance led by party building; build a grassroots governance system characterized by unified leadership by party organizations, active coordination among various organizations, and extensive participation by the extensive masses.
(VI) Guide self-governance by grassroots masses. Make the village (community) party organization play a key leading role in the construction of self-governing organizations at the grassroots level; improve the system of grassroots social governance under the leadership of the party; promote the building of deliberative democracy at the socialist grassroots level; conduct organizing among the masses, carry out publicity in the masses, gather the masses, and serve the masses; make the villagers (residents) play a leading role in grassroots social governance; improve the overall level of grassroots self-governance.
(VII) Maintain social security and stability. Take charge of related work like safety construction, comprehensive treatment, and safety production management within the jurisdiction; deal with letters and visits from the masses; effectively solve various conflicts and disputes. Keep moving the focus, power and guarantee down; realize meshing and integration of comprehensive regional governance; improve the refinement level of the public safety system; accelerate the improvement of high-level social governance.
(VIII) Enhance people’s sense of gain. Deepen the reform of “one visit at most” in towns. Further strengthen town services for the convenience of the people; promote the standardization of service platforms for town residents; centralize examination and approval services to convenient service platforms; promote the “general acceptance mode without difference” to the village (community); establish a new government service mode of general acceptance at reception, classified examination in background, and certificate using in unified window; accelerate the realization of nearby, online and simplified government affairs services.
(IX) Complete other matters stipulated by the laws, regulations and rules as well as other tasks assigned by the district committee and district government.
