Main responsibilities:


Hangzhou   Lin’an District Finance Bureau implements the guidelines, policies and   decisions of the Central, Provincial, Municipal and District Committee of the   CPC on the supervision of finance and state-owned assets, strictly adheres to   and strengthens the centralized and unified leadership of the CPC over the   supervision of finance and state-owned assets when performing its duties. Its   main responsibilities include:

(1) To   implement national, provincial and municipal laws and regulations on finance,   taxation, financing, accounting and the management of state-owned assets in   administrative institutions. To formulate and implement fiscal and tax   development strategies, plans, policies and reform plans for the whole   district. To analyze and forecast the macroeconomic situation, participate in   the formulation of relevant macroeconomic policies, put forward suggestions   on macro-control and comprehensively balancing social financial resources in   accordance with fiscal and tax policies, formulate and implement fiscal   distribution policies, and improve fiscal and tax policies that promote the   development of public welfare undertakings.

(2) To   implement local policies on finance, financing and accounting management at   higher levels, and supervise the implementation of fiscal and tax laws and   policies.

(3) To undertake   the management of financial revenue and expenditure. To prepare the draft   annual budget and final accounts of the district and organize the   implementation. Under the entrustment by the district government, to report   the budget and implementation condition of the budge at the district and   lower level to the district people’s congress, and the final account to the   standing committee of the district people’s congress. To organize and   formulate the expenditure spending standards and quotas, undertake the   examination and approval of the annual budget and final account of the department.   To disclose the budget and final account at the district level. To study and   put forward suggestions on the reform of the financial system below the   district level and organize the practical implementation. To improve the   transfer payment system of the district to the town (sub-district) and guide   the financial work of the town (sub-district).

(4) To undertake   the management of government non-tax revenue according to the sector responsibilities.   To administer government funds, and the administrative and institutional fees   as required. To manage financial bills, and the lottery funds as required. To   undertake the application and promotion of the unified public payment   platforms.

(5) To organize   and formulate treasury management system, treasury centralized collection and   payment system, guide and supervise treasury business. To organize and   formulate management system for special financial accounts, budget unit   accounts and fund deposit. To undertake the accounting and management of   district-level general budget, prepare district-level general final accounts,   departmental final accounts and accrual-based government financial reports.

(6) To   supervise and administer government procurement within the jurisdiction, as   well as external affairs concerning the  government procurement.

(7) To   manage the domestic and foreign debts of the government. To administer local   government debts, prevent and resolve debt risks of local government, as well   as loans (grants) from international financial organizations and foreign   governments.

(8) To take   the lead in the preparation of the state-owned assets management report. Authorized   by the district government, to perform the duties of the contributors of state-owned   financial capital within the jurisdiction centrally and uniformly, and the   duties of the contributor on behalf of the district government for relevant   enterprises. To formulate the administrative institutional asset management   system and organize the practical implementation.

(9) To   summarize and compile budget and final account draft of state-owned capital management,   formulate the budget system and measures for state-owned capital management,   and collect state-owned capital gains from district-level enterprises. To   formulate and organize the implementation of enterprise financial systems,   and formulate expenditure standards, expenditure policies and management   systems that need to be uniformly prescribed by the district.

(10) To administer   the social insurance funds according to the authority. To summarize and   formulate budget and final account draft of social insurance funds of Lin’an   District and at the district level, formulate financial subsidy policies for   social insurance funds and financial accounting management system. To assist in   the formulation of social insurance policies. To administer various social   security expenditures at the district level, as well as the revenue and   expenditure of social insurance funds and the maintenance and appreciation of   value.

(11) To   handle and supervise the expenditure for the district-level economic   development, prepare the district-level government investment budget and make   funding arrangement for major investment projects of district-level   government, formulate the financial management system for capital   construction, and undertake the financial management of special government   investment funds, subsidies granted for policy considerations and special   reserve funds.

(12) To   administer budget performance. To establish budget performance management   system, organize and implement pre-implementation performance evaluation,   performance target management, performance monitoring and performance   evaluation.

(13) To   administer the accounting activities of Lin’an District, supervise and   regulate accounting behavior. To organize and implement the unified   accounting system of the state, guide and supervise the business of certified   public accountants, accounting firms and bookkeeping agencies in accordance   with applicable laws, guide and manage social auditing. To administer the   work related to asset evaluation in accordance with applicable laws. To   coordinate and guide the CPC building of the accounting firms in Lin’an District.  

(14) To   supervise land reserve funds and formed assets, review the budget and final   accounts of income and expenditure of land reserve funds, supervise and   manage the payment of funds.

(15) To perform   the duties of investors, administer and supervise the operating agencies of state-owned   assets. To supervise the state-owned assets managed by district-level   enterprises, supervise and manage the maintenance and appreciation of the   state-owned assets. To carry out statistical study on the financial public   resources. To assist in the appointment and management of directors of   wholly-owned companies and holding companies. To guide and supervise the   property rights transactions of state-owned assets. To undertake the daily   work of the district management committee of state-owned assets. To perform   the daily management duties of the CPC building of state-owned enterprises   and undertake the work of CPC building of enterprises under supervision.

(16) To   promote the reform and reorganization of state-owned enterprises. To   formulate the overall plan for the layout and structure of state-owned   capital of enterprises under supervision and organize the practical   implementation, and promote the strategic adjustment of the layout and   structure of the state-owned economy. To guide state-owned enterprises to   establish modern enterprise management systems and improve their governance   structures, build the board of directors of enterprises under supervision,   participate in the team construction of leading groups and personal management   of leading personnel of enterprises under supervision, establish and improve   the incentive and restraint mechanism for operators, assess the operating   performance and review the remuneration levels of persons in charge of enterprises   under supervision, undertake the supervision and administration of income   distribution of enterprises under supervision, as well as the preparation and   implementation of state-owned capital budget and final accounts of   enterprises under supervision in accordance with applicable provisions.

(17) In   accordance with the responsibilities of investors, to guide and urge the   enterprises under supervision to implement the applicable national,   provincial and municipal policies, laws, regulations and standards, and guide   the production safety management of the enterprises under supervision. To study   the state-owned economy and the economic operation of the enterprises under   supervision in Lin’an District, guide the risk management and control of the   enterprises under supervision, and administer the definition of property   rights, property rights registration, evaluation and supervision, asset and   capital verification, statistics and comprehensive evaluation of state-owned   enterprises.

(18) To complete   other tasks assigned by the District Committee and the District Government.

(19)   Transformation of functions.

1. To deepen   the reform of the financial system. To accelerate the establishment of a   modern financial system, advance the reform of the division of financial   powers and expenditure responsibilities, improve the division of revenue from   district and towns (sub-districts), and establish a fiscal relationship   between district and towns with clear rights and liabilities, regionally   balanced and coordinated financial resources. To improve the transfer payment   system, optimize the classification of transfer payments, standardize   transfer payment items, and enhance the overall planning capacity of towns   (sub-districts). To unify budget allocation, fully implement performance   management, and establish a comprehensive, standardized, transparent,   scientific and binding budget system. To organize and implement the list   management of government funds and revenue from administrative and   institutional fees, and improve the supervision system.

2. To prevent   and resolve debt risks of the local government. To standardize the debt   financing mechanism, strictly control debt risks within the statutory limits,   focus on preventing hidden debt risks, and firmly maintain the bottom line   that no systemic risks occur.

3. To strengthen   the responsibility of supervising state-owned assets, especially by   controlling capital management. In accordance with market economic rules and   requirements of modern enterprise systems, to focus on managing the layout of   state-owned capital, regulating capital management, improving capital return   and safeguarding capital safety, establishing and improving the supervision   and management system of state-owned assets with capital management as the   main focus. To strengthen the responsibility of supervising as investors,   adhere to the organic unity of management and supervision as investors,   improve the supervision system, perfect supervision methods, strictly execute   accountability, strengthen supervision coordination and improve supervision   efficiency, and promote the sustainable and healthy development of   state-owned enterprises. To implement classified supervision and management,   study and formulate differentiated supervision objectives, priorities and   measures according to different strategic positioning and development goals   of competitive, functional and public service state-owned enterprises, adopt   policies to promote the reform and development of enterprises and achieve   both economic and social benefits. To fully implement the principles of   separating government from enterprises, government from assets, and ownership   from management rights, accurately grasp the positioning of state-owned   assets supervision institutions, assign matters that should be independently   decided by enterprise in accordance with the law to enterprises,   administrative matters of subsidiaries to first-grade enterprises in   principal, public management function undertaken to related government   departments and sectors.

(20)   Relevant division of responsibilities.

Division   of responsibilities for the management of non-tax revenue. Hangzhou Lin’an   District Finance Bureau is responsible for formulating and organizing the   implementation of the centralized collection system of non-tax revenue from   the state treasury, as well as the non-tax income accounts, collection   methods, refunds and withdrawal from treasury. Hangzhou Lin’an District   Taxation Bureau of the State Administration of Taxation, Hangzhou Public   Security Bureau Lin’an District Branch shall, in accordance with the relevant   provisions on centralized collection of non-tax revenues from the state   treasury, undertake the work of declaration and collection of non-tax   revenue, accounting and statistical accounting, payment inspection, recovery   of arrears and other work, and timely share the collection information on   non-tax revenue items.
