Main responsibilities:
(1) To study and propose the objectives, guidelines, policies and corresponding measures for the national economic and social development of Lin’an District, formulate and organize the implementation of the medium- and long-term plans and annual plans for the national economic and social development of Lin’an District. To take the lead in the formulation, examination, connection, evaluation and adjustment of development plans. To undertake the comprehensive management of development plans of Lin’an District, coordinate regional and special plans and other development plans. To study and propose objectives, policies and measures for promoting development and structural adjustment.
(2) To monitor, predict, fore-warn and investigate major issues concerning the national economy within the jurisdiction, put forward regulation countermeasures and suggestions. To comprehensively analyze the economic situation and put forward analysis reports on the economic situation. To study and put forward policy suggestions for promoting economic development by means of finance, banking, investment and price. To undertake the mobilization of the national economy within the jurisdiction and other tasks assigned by the District Committee of National Defense Mobilization.
(3) To organize the implementation of regional economic development strategies, promote the comprehensive governance of key areas, and coordinate the economic development within the jurisdiction. To organize the formulation and implementation of comprehensive plans and policies for the district participating in the Belt and Road Initiative, regional integration of the Yangtze River Delta, Yangtze River Economic Belt and other national policies, and the construction of “Big Bay Area, Big Garden, Big Passageway, Metropolitan Area” proposed by Zhejiang Province.
(4) To coordinate the top-level design and overall planning of social construction within the jurisdiction, study major issues of social construction, formulate major policies, supervise and promote the implementation of major reforms, major policies and major tasks.
(5) To carry out and implement the development planning and policy measures of circular economy assigned by superior government, coordinate major issues in circular economy development. To organize the declaration of national, provincial and municipal fund subsidy plans for circular economy, coordinate and promote the sustainable development strategy of the whole district.
(6) To guide, promote and coordinate the reform of the economic system in the whole district in a comprehensive manner, study major issues of economic system reform, and build a modern economic system. To propose annual work plans and implementation opinions for economic system reform. To study and draw up comprehensive economic system reform plans and participate in the study of relevant special plans for economic system reform. To guide pilot economic system reform, guide and coordinate the construction of pilot towns and central towns for the small-city cultivation.
(7) To undertake the comprehensive management of energy construction and planning in the whole district. To approve and report major energy projects. To implement national, provincial and municipal energy development strategies and medium- and long-term plans. To study and coordinate major issues in energy development and reform. To undertake the comprehensive coordination of energy conservation and consumption reduction in the whole district, energy operation regulation and power industry management. To coordinate power demand side management and orderly use of electricity in the whole district. To undertake energy conservation review of fixed asset investment projects according to the authority. To undertake the monitoring and auxiliary supervision of energy utilization of key energy-using units in the whole district, monitor and analyze the energy consumption situation in the whole district. To guide and administer energy conservation work in public institutions in the whole district, guide the application of new and renewable energy in the whole district.
(8) To undertake the comprehensive management of fixed asset investment in the whole district. To formulate the total scale of fixed asset investment, structural adjustment objectives and policies of the whole district, plan major construction projects and productivity layout, and assist in proposing suggestions on the scale and direction of financial construction funds in the district. To promote the reform of the investment and financing system, and participate in the related work of government-private capital cooperation in the field of traditional infrastructure. To undertake the examination and approval, filing and reporting of capital construction projects within the jurisdiction. To take the lead in undertaking the comprehensive management of preliminary reserve, planning, organization and implementation, coordination and supervision of government-invested projects and major industrial projects in the whole district. To organize the comprehensive completion acceptance of government-invested projects within the jurisdiction.
(9) To undertake the comprehensive management of capital construction and key construction projects in the whole district. To study the layout of major projects in conjunction with relevant departments, prepare plans for key construction projects and organize practical implementation. To review and apply for provincial and municipal key projects. To supervise relevant projects in the whole district.
(10) To promote the construction of the basic public service system in the whole district in an overall manner, coordinate major issues and policies in various social undertakings and industrial development, participate in studying policy proposals for promoting employment, increasing income of urban and rural residents, and improving social security and other coordinated economic development. To communicate over and coordinate science and technology, education, culture, health, sports, radio and television, press and publication, social security, population and other social undertakings in the whole district with national economic and social development plans, and put forward policy proposals for mutual promotion, coordinated and sustainable development from the perspective of economy and society.
(11) To propose industrial development plans for the whole district and organize the formulation of comprehensive industrial plans and policies. To coordinate major issues concerning the development of the primary, secondary and tertiary industries and make overall plans, communicate over and balance relevant development plans and major policies. To plan the layout of major productive forces, coordinate the implementation of major industrial projects, and promote the strategic adjustment of economic structure. To promote the implementation of innovation-driven development strategies, the cultivation of new driving forces of the national economy. To guide and coordinate the construction of innovation systems. To coordinate and promote the popularization and application of major technological equipment and the construction of high-end industrial functional zones and major industrial bases, and the industrialization of high-tech products.
(12) To coordinate and guide the development of the service industry in the whole district, formulate and implement plans and policies for the service industry within the jurisdiction. To cultivate new business forms and models of the service industry, make overall plans and coordinate major spatial layout, platform carrier construction and comprehensive reform pilot projects in the service industry, promote the development of the logistics industry. To make overall plans and coordinate work to promote consumption, and propose policies and measures to promote consumption.
(13) To analyze and summarize the financial and fiscal operation of the district, participate in the formulation of fiscal and financial policies. To study and propose the issuance plan of enterprise bonds in the district, undertake the preliminary examination, reporting and supervision of the issuance of enterprise bonds. To carry out first review, report and supervision upon venture capital enterprises. To participate in the formulation and management of policies of government-funded industrial funds.
(14) To implement the laws, regulations, guidelines and policies of the state, provincial and municipal governments on the administration of revenue from administrative and institutional fees and public welfare service charges. To coordinate major price reform and policy. To formulate emergency plans for abnormal price fluctuations and organize practical implementation. To study and formulate price policies and programs for important goods and services under the government administration according to the pricing catalogue and guide practical implementation. To administer prices of important goods and services as well as revenue from administrative and institutional fees in the whole district according to the authority. To undertake market price monitoring, early warning and price regulation. To organize cost investigation and cost supervision and examination of important agricultural products, commodities, industries and services.
(15) To implement a new round of opening-up strategy led by the Belt and Road Initiative. To undertake the approval, filing and supervision of foreign investment projects and overseas investment projects of Chinese enterprises. To promote the construction of the Belt and Road Initiative and the internationalization.
(16) To coordinate and comprehensively promote the construction of the social credit system in the whole district. To formulate and compile the construction plan and annual plan of social credit system. To promote the public credit information development and credit infrastructure construction throughout the district. To organize the implementation of joint rewards and punishments and repair of public credit objections.
(17) To implement the laws, regulations and guidelines and policies of the state and provincial, municipal and district governments on financial work. To establish a communication and coordination mechanism for financial work in the whole district, coordinate and guide the economic and social development of financial services. To strengthen the prediction and prevention of financial risks in the whole district, establish and improve financial risk monitoring and early warning system. To guide enterprises to utilize multi-level capital markets, coordinate and promote the listing of enterprises. To administer local financial organizations such as micro-loan companies, financing and guarantee companies, pawn shops and finance charter companies in the whole district. To administer professional cooperatives engaged in credit interaction for farmers. To take the lead in coordinating and handling major risks in the local financial industry, respond to local financial emergencies, promote the standardized development of local financial organizations in the whole district and maintain local financial stability. To assist in the training and introduction of financial talents.
(18) To implement the policies, decisions and deployments of the central, provincial and municipal governments on counterpart assistance, counterpart support, counterpart cooperation (hereinafter referred to as the “three counterparts”) and coast-mountains cooperation. To guide, coordinate and supervise the “three counterparts” and coast-mountains cooperation in the whole district, formulate work opinions, implementation plans, policies and measures and organize the practical implementation. To undertake the daily work of the Leading Group Office for Military-Civil Integration Development of the District CPC Committee.
(19) To complete other tasks assigned by the District Committee and the District Government.
