Main responsibilities:
(1) To implement the principles, policies, laws and regulations of the CPC and the national government on public security, as well as the directives of the district CPC committee, district government and superior public security organs, and to deploy, guide, supervise and inspect the public security of the whole district.
(II) To master the events affecting social stability and endangering national security and public order, analyze the situation and put forward countermeasures; to organize and guide the 110 alarm receipt and management.
(3) To organize and guide the investigation of cases that endanger national security, investigate, prosecute and carry out basic investigation upon domestic and foreign hostile forces, reactionary mass organizations and triad organizations.
(4) To prevent, suppress and investigate illegal and criminal activities, and manage the investigation upon various criminal and cases of economic crime of the whole district as the competent department.
(5) To guide and supervise public security, law enforcement agencies and police stations to investigate and deal with acts endangering public security and social order in accordance with the laws, administer household registration, migrant population, identification cards, dangerous goods, public and complex places and special trades in accordance with the laws; to organize and coordinate the disposal of major public security incidents and emergencies, and administer assemblies, processions and demonstrations.
(6) To administer and guide Chinese citizens to handle the exit and entry, foreigners to handle residence and travel in China, as well as other issues related to the temporary accommodation and residence of Hong Kong, Macao and Taiwan residents in accordance with laws.
(7) To supervise and administer the fire control within the administrative area of the district.
(8) To administer the traffic safety of the urban and rural road in the whole district, handle traffic accidents, maintain traffic order, organize and implement the management of vehicles and drivers, and take charge in the traffic management of roads in the urban area as the competent department.
(9) To guide public security, law enforcement agencies and police stations to supervise the public security of various organs, organizations, enterprises and institutions and key projects, as well as the public security maintaining of mass public security organizations, take charge of the supervision and administration of security service activities in the whole district.
(10) To organize, guide and supervise the computer information systems and Internet security protection and management, organize and implement the investigation of cyber crimes in accordance with the prescribed authority.
(11) To administer the detention center and the detention center in the district as the competent department, undertake corresponding punishment, detention and other duties in accordance with laws.
(12) To plan and guide the legal education of public security organs; to guide and supervise the law enforcement activities of public security organs; to examine and approve detention education; to undertake the handling of administrative reconsideration, response to lawsuits, state compensation and other issues.
(XIII) To organize and implement security guard for upcoming important meetings and large-scale activities attended by CPC and state leaders, important foreign guests, CPC and state leaders, and provide guidance on security service.
(14) To organize and guide the drug control work of the district; to coordinate and guide the propaganda of drug control and socialized management, and undertake the routine work of the district drug control committee office.
(15) To undertake the technical prevention and the management of public security products in the whole district.
(16) To organize and guide the team construction of public security organs; to honor, appraise the people’s police, carry out and implement the people’s police internal affairs regulations; to organize, guide and coordinate the education and training of people’s police and the construction of police public relations of the public security organs in the whole district.
(17) To supervise public security organs and people’s police according to the prescribed authority; to organize, implement and guide how to safeguarding the law enforcement rights and interests of police; to investigate and handle police-related petition letters and visits and cases of violation of law and discipline by public security forces.
(18) To guide and administer the operation funds, communications, equipment and other support work of the public security organs in the whole district.
(19) To guide the work of forestry public security organs.
(20) To undertake other matters assigned by the district government and superior public security organs.
