(1) To perform the duties of owners of natural resources such as land, minerals, forests, grasslands, wetlands and water owned by the whole people and control the use of all land and space. To implement the principles, policies and laws and regulations on the management of natural resources, land and space planning, mapping and geographic information.

(2) To investigate, monitor and evaluate natural resources. To implement the index system and statistical standards for the investigation, monitoring, and evaluation of natural resources, carry out basic investigation, special investigation and monitoring of natural resources. To supervise and administer the results of the investigation, monitoring, and evaluation of natural resources.

(3) To register the unified authentic right of natural resources. To implement the policies, systems, standards and norms of the unified authentic right registration, ownership investigation, real estate surveying and mapping, dispute mediation and application of the results of all kinds of natural resources and real estate. To register the unified authentic right of, undertake document management and utilization of various natural resources and real estate. To mediate and settle disputes over ownership of natural resources in conjunction with relevant departments.

(4) To undertake the paid use of natural resources and assets. To establish a statistical system and undertake the assets accounting of natural resources assets owned by the whole people. To prepare a balance sheet of and rationally allocate natural resources owned by the whole people. To take over the proceeds from relevant natural resources and assets in accordance with applicable laws.

(5) To develop and utilize natural resources in a reasonable manner. To organize and implement natural resources development plans, strategies and standards for development and utilization. To establish a publicized price system for natural resources, organize and carry out price evaluation of natural resources at different levels and grades, evaluate and assess the utilization of natural resources, and implement economical and intensive utilization. To supervise natural resources market. To organize the studies on the policies and measures concerning macro-control, regional coordination and urban-rural coordination in the management of natural resources.

(6) To participate in the preparation of relevant plans and supervise the practical implementation. To participate in the preparation of land and space planning, detailed planning and relevant special plans. To assist in the land and space development suitability assessment, the implementation and assessment of land and space planning. To implement the land and space use control system. To convert the land and space uses.

(7) To assist in organizing the preparation of the overall urban design and the urban design of key areas, the formulation of the regional urban design, the compilation of the urban landscape planning, and to undertake the planning and management of urban landscape projects. (9) To organize and implement the cultivated land protection system. To formulate and implement policies on cultivated land protection, and to undertake the quantity, quality and ecological protection of cultivated land. To organize and implement the assessment of the accountability target for cultivated land protection and the special protection of permanent basic farmland. To administer the expropriation and requisition of collective land. To improve the balance system of cultivated land occupation and compensation, and to supervise the implementation of the compensation system for occupied cultivated land.

(10) To administer the geological exploration industry and the geological work with the jurisdiction. To draw up special plans for geological exploration and organize the practical implementation. To assist in the implementation of geological exploration projects. To undertake the investigation, supervision and management of geological environment. To supervise and manage geological problems such as land subsidence caused by changes in groundwater level. To supervise and administer paleontological fossils.

(11) To implement the relevant requirements of the comprehensive disaster prevention and reduction plan, to organize, prepare and provide guidance on the implementation of the geological disaster prevention and control plan. To organize, guide, coordinate and supervise the investigation and evaluation of geological disasters and the general survey, detailed investigation and comprehensive investigation of hidden dangers. To guide and implement the mass prediction and disaster prevention for geological disasters, professional monitoring, forecasting and early warning and engineering treatment. To undertake the technical support for the emergency rescue against geological disasters.

(12) To undertake the management of mineral resources, mining rights and mineral resources reserves. To assist in the examination and approval of important mineral resources. To undertake the regulation and control over protective mining for specific mineral types, advantageous mineral resources and related administration affairs in conjunction with relevant departments. To supervise and guide the rational exploration, development, utilization and protection of mineral resources.

(13) To undertake the management of surveying and mapping, and geographical information, basic surveying and mapping and the industrial management of the surveying and mapping industry, surveying and mapping qualifications and credit. To supervise and manage the information security and market order of surveying and mapping, geographical information; and to supervise and administer the protection of surveying and mapping results, maps and survey marks.

(14) To undertake the supervision and inspection of planning and natural resources, and administrative law enforcement. To investigate cases of exploitation and utilization of natural resources within the jurisdiction, and to participate in the investigation and prosecution of illegal surveying and mapping cases. To cooperate in the investigation and punishment of illegal construction within the jurisdiction. To undertake the post-approval management and completion condition of construction projects within the jurisdiction.

(15) To complete other tasks entrusted and assigned by the Hangzhou Bureau of Planning and Natural Resources, the District Committee and the District Government.

(16) Transformation of functions. To implement the requirements of the central, provincial and municipal governments on exercising the  duties of owners of natural resources assets owned by the whole people in a unified manner, the duties of controlling all land and spaces, ecological protection and restoration, strengthen institutional design, give full play to the control role of land and space planning, promote the integration of multiple regulations, and provide scientific guidance for the protection, rational development and utilization of natural resources. To further strengthen the investigation, supervision and evaluation, authentic right and registration, protection and rational development and use of natural resources, establish and improve the working mechanism combining source protection and whole-process restoration and management, so as to realize overall protection, systematic restoration and comprehensive management. To innovate institutional measures that combine incentives and constraints and promote the economical and intensive use of natural resources. To further streamline and decentralize relevant administrative matters requiring examination and approval, strengthen supervision, promote the reform of “one-stop administrative service”, give full play to the decisive role of the market in resource allocation and the role of government, strengthen the restrictive role of natural resources management rules, standards and systems, promote digital transformation, modernize the natural resources management, and promote service accessibility and efficiency.

(17) Relevant division of responsibilities.

1. Division of responsibilities for the online signature procedure of real estate transactions. The District Bureau of Housing and Urban-Rural Development is responsible for the supervision of online signature procedure of real estate transactions. After the completion of online signature procedure, the transaction will be recorded and confirmed, no transaction confirmation is required afterwards. Lin’an Branch of Hangzhou Municipal Bureau of Planning and Natural Resources is responsible for the subsequent unified registration of real estate after the implementation of online signature procedure.

2. Division of responsibilities for the natural disaster prevention and rescue with the District Emergency Management Bureau. The District Emergency Management Bureau shall organize, guide and prepare the overall emergency plan and the special emergency plan for industrial accidents and natural disasters, comprehensively coordinate the link-up of emergency plans, and organize and guide the drill according to prepared plans. It shall organize and guide the emergency rescue and disposal of natural disasters, including flood prevention, typhoon prevention, drought prevention, snow prevention and freezing prevention, and make decisions according to the authority in accordance with the principle of hierarchical accountability. In addition, it shall assist the District CPC Committee and the District Government in organizing the emergency disposal of accidents and disasters. he District Emergency Management Bureau shall organize and prepare comprehensive disaster prevention and reduction plans, guide and coordinate relevant departments to prevent forest fire, flood, drought and other geological disasters; to establish a unified emergency management information platform, a disaster monitoring, early warning and report system, perfect the information acquisition and sharing mechanism for natural distastes together with the Lin’an Branch of Hangzhou Bureau of Planning and Natural Resources, District Water Resources and Hydropower Bureau, District Agriculture and Rural Administration Bureau, District Meteorological Bureau, District Urban Administration Bureau, and other relevant departments, so as to post natural disaster information in a unified manner. It shall carry out comprehensive monitoring and early warning of multiple disasters and disaster chains, and guide the comprehensive risk assessment of natural disasters; undertake the monitoring and early warning of forest fire, and release forest fire danger and fire information.

Lin’an Branch of Hangzhou Bureau of Planning and Natural Resources shall implement the relevant requirements of the comprehensive disaster prevention and mitigation plan, organize and prepare the geological disaster prevention plan and guide the practical implementation condition. It shall organize, guide, coordinate and supervise the investigation and evaluation of geological disasters and the general investigation, detailed investigation and comprehensive investigation of hidden dangers; organize and guide the implementation of the mass prediction and disaster prevention for geological disasters, professional monitoring, forecasting and early warning, organize, guide and implement the emergency management of geological disasters. It shall guide and urge towns (streets) to do a good job in the comprehensive management of hidden dangers of geological disasters, supervise the risk assessment of geological disasters; to participate in the emergency disposal of geological disasters within the jurisdiction, assist in dispatching relevant professional emergency rescue forces, and provide technical support for emergency rescue against geological disasters.
