In 2021, faced with the complex and severe international environment and the influence of COVID-19, Lin’an deeply implemented various decisions and deployments of the Central Committee, province and city, to overcome difficulties and make breakthroughs. It has promoted development with solid work, and consolidated and expanded the achievements of epidemic prevention & control and economic & social development. The strong toughness and intense vitality of economic development are presented continuously, and a good beginning of the “14^th Five-Year Plan” is realized.

I. Comprehensive situation

Economic aggregate: According to preliminary calculation, a gross regional production of 65.835 billion Yuan is realized in the whole year, with a growth rate of 7.6%. The added value of the primary industry is 4.557 billion Yuan, the added value of the secondary industry is 33.199 billion Yuan, and the added value of the tertiary industry is 28.079 billion Yuan, with a growth rate of 2.1%, 8.5% and 7.6% respectively. The three-industry structure is 6.9:50.4:42.7. According to the registered population, the per capital gross regional product is 121,638 Yuan (converted into 18,855 dollars according to the annual average exchange rate).

Digital economy: The added value of core industries in digital economy is 8.310 billion Yuan in the whole year, with a growth rate of 18.3%, occupying 12.6% of the GDP. The added value of electronic information manufacturing industry is 7.62 billion Yuan, with a growth rate of 25.4%.

Financial revenue and expenditure: The general financial revenue of the whole year is 14.892 billion Yuan, with a growth rate of 35.9%; the revenue in general public budgets is 9.039 billion Yuan, with a growth rate of 31.9%. The expenditure in general public budgets of the whole year is 10.37 billion Yuan, with a growth rate of 14.6%; the expenditure for people's livelihood is 8.394 billion Yuan, with a growth rate of 19.7%, occupying 80.9% of the expenditure in general public budgets.

Population size: In the end of the year, the gender ratio is 98.31 the registered population of the district was 542,200, increasing by 2,702 people when compared with that in the end of last year, including 268,800 males and 273,400 females; the gender ratio was 98.31 (female 100). The fertility rate was 6.3‰, the death rate was 6.8‰, and the natural growth rate was -0.5‰. The permanent resident population of the district was 642,000, increasing by 7,000 people when compared with that of last year.

II. Agriculture

Agricultural production: The added value of the agriculture, forestry, animal husbandry and fishery industry in the whole year is 4.621 billion Yuan, with a growth rate of 2.2%. The total output value of the agriculture, forestry, animal husbandry and fishery industry in the whole year is 6.658 billion Yuan, with a growth rate of 2.7%. Specifically speaking, the output value of the agricultural planting industry (including nuts) is 3.411 billion Yuan, with a growth rate of 3.3%; the output value of the forestry industry (excluding nuts) is 2.223 billion Yuan, with a growth rate of 2.7%; the output value of the animal husbandry is 748 million Yuan, with a growth rate of 0.1%; the output value of the fishery industry is 96 million Yuan, with a growth rate of 7.5%; the output value of the agricultural service industry is 181 million Yuan, with a growth rate of 9.2%.

Leading industries: The output value of bamboo shoots in the whole year is 1.653 billion Yuan, with a growth rate of 3.2%; the output value of hickory nuts is 845 million Yuan, with a growth rate of 12.5%; the output value of live pigs is 451 million Yuan, with a decrease rate of 38.3%; the output value of vegetables is 734 million Yuan, with a growth rate of 11.7%; the output value of flower and gardening is 483 million Yuan, with a decrease rate of 0.2%; the output value of fruits is 462 million Yuan, with a growth rate of 14.9%; the output value of tea is 337 million Yuan, with a growth rate of 1.2%. The output value of seven leading industries is 4.965 billion Yuan, occupying 74.6% of the total agricultural output. The total output of food crop (according to the food monitoring data) is 39,900 tons, with a growth rate of 2.4％.

III. Industry and construction

Industrial economy: The total output of industry above designated size in the whole year is 121.851 billion Yuan, with a growth rate of 22.3%. The production and marketing of industrial products are connected well, and the sales-output ratio of industrial enterprises above designated size is 99.7%. The output rate of new products in industry above designated size reaches 36.3%. the added value of industry above designated size is 23.082 billion Yuan, with a growth rate of 13.2%. The added value of high-tech industries occupies 81.4% of the added value of industry above designated size, increasing by 2.4 percent points when compared with that of last year.

Enterprise profitability: In the end of the year, there are 660 industrial enterprises above designated size, and 202 enterprises whose total output of the whole year exceeds 100 million Yuan (calculated according to the independent legal entity), including 2 enterprises whose total output exceeds 10 billion Yuan, 1 enterprise whose total output is between 5 billion to 10 billion Yuan, 4 enterprises whose total output is from 2 billion to 5 billion Yuan, and 10 enterprises whose total output is from 1 billion to 2 billion Yuan. The operation revenue of industry above designated size in the whole year is 133.2 billion Yuan, with a growth rate of 25.1%; the total pre-tax profit is 11.884 billion Yuan, with a growth rate of 5.8%, and the total profit is 9.077 billion Yuan, with a growth rate of 3.6%.

Construction industry: The added value of the construction industry in the whole year is 4.239 billion Yuan, occupying 6.4% of GDP. There are 88 enterprises with general contracting and professional contracting qualifications.

IV. Fixed-asset investment and real estate

Fixed-asset investment: The fixed-asset investment increases by 14.6% in the whole year. Specifically speaking, the industry investment, high-tech industry investment, traffic investment, private project investment, and investment in the environment and public facilities increase by 15.2%, 20.5%, 8.4%, 32.3% and 38.7% respectively. In the district, 106 key implementation projects have realized an investment of 19.04 billion Yuan.

Real estate: The investment in real estate development of the whole year is 31.351 billion Yuan, with a growth rate of 12.8%. In the end of the year, the housing construction area is 14,480,300 square meters, with a growth rate of 8.6%; the new commencement area is 3,080,800 square meters, with a decrease rate of 21.8%; the completion area is 2,711,400 square meters, with a growth rate of 69.0%. The commercial housing sales area in the whole year is 2,305,000 square meters, with a decrease rate of 14.3%; the sales amount of commercial housing is 48.481 billion Yuan, with a decrease rate of 6.8%.

V. Domestic trade

Consumer market: The added value of the wholesale and retail trade in the whole year is 4.580 billion Yuan, with a growth rate of 10.1%; the added value of the hotel and catering sector is 981 million Yuan, with a growth rate of 9.4%. The total retail sales amount of consumer goods is 21.268 billion Yuan, with a growth rate of 11.4%.

Tourism industry: In the whole, Lin’an has created 88 beautiful villages of the new era and 9 boutique villages; Tuankou becomes the first 5A scenic town in the district. In the whole, the district has received 5,755,000 tourists, and the comprehensive income from tourism is 10.794 billion Yuan, with a growth rate of 2.0% and 3.2% respectively. The tourist attractions has received 4,472,900 tourists, with a decrease rate of 14.7%; the ticket proceed is 69,965,200 Yuan, with a growth rate of 12.5%. Rural tourism has received 8,313,100 tourists, with a decrease rate of 25.4%; the operating revenue is 937 million Yuan, with a growth rate of 0.3%.

VI. Foreign economy

Foreign trade: The total export-import volume of cargo in the whole year is 24.443 billion Yuan, with a growth rate of 32.6％; the export is 16.485 billion Yuan, with a growth rate of 25.3％. As for the export commodities, the export of cables and cords is 3.458 billion Yuan, with a growth rate of 44.0%; the export of illumination lamps is 2.442 billion Yuan, with a growth rate of 26.5%; the export of photovoltaic materials is 1.647 billion Yuan, with a growth rate of 31.2%; the export of decorative paper is 1.43 billion Yuan, with a growth rate of 47.6%. The total export-import volume of cargo in the Belt and Road Region is 7.274 billion Yuan, with a growth rate of 31.2%, occupying 44.1% of the total export.

Investment promotion: In the whole year, 42 projects above 100 million Yuan are attracted in the whole year, including 10 registered projects above 1 billion Yuan; the total investment is 26.3 billion Yuan. The actual foreign capital utilized is 263 million dollars.

VII. Employment, people's life, social insurance and benefit

Labor and employment: In the whole year, 41026 people are newly employed in urban places, and job placement is conducted for 815 people. In the end of the year, the total unemployment registered is 5,045, and the urban registered unemployment rate is 2.34%.

People's life: The per capita disposable income of permanent urban residents in the whole year is 65,377 Yuan, with a growth rate of 9.4%; the per capita consumption expenditure is 42,645 Yuan, with a growth rate of 16.7%. The per capita disposable income of permanent rural residents is 39,506 Yuan, with a growth rate of 10.3%; the per capita consumption expenditure is 30,034 Yuan, with a growth rate of 19.6%. The per capita disposable income of low-income farmers increases by 13.8%. The Engel coefficient of urban residents in the end of the year is 27.0%, and the Engel coefficient of rural residents is 29.7%. Every 100 urban households have 73 family cars, 132 refrigerators and 313 air conditioners; every 100 rural households have 36 family cars, 131 refrigerators and 203 air conditioners.

Social insurance: In the whole year, 1,702 new enterprises participate in social insurance, and 13,372 people are newly insured; the population participating in endowment insurance, basic medical insurance, work-related injury insurance, and maternity insurance reaches 421,800, 534,000, 281,600, and 165,900 respectively.

Social benefit: In the end of the year, the district has 306 urban and rural community home care service centers, and 20 town (sub-district) home care service centers. Besides, there are 25 welfare houses, nursing homes and nursing institutions, including 2,599 beds; 1495 people have been adopted. The minimum living guarantee standard for residents is adjusted to 1,102 Yuan per month. In the end of the year, there are 13,400 targets of minimum living allowance, and a fund for needy families of 194 million Yuan has been provided.

VIII. Urban construction, public service, environmental protection and safety production

Municipal infrastructure construction: In the whole year, 300 households have signed the contract for urban redevelopment and land expropriation; more than 4,835 price-limited housings are delivered; 647,000 square meters of old communities are transformed; 65 elevators are installed, and more than 6,000 parking spots are added. Five small urban parks including Xiushui Park are completed; a green road of 68.5 kilometers is built. Besides, 436 5G base stations are constructed; 75 parking lots (10,685 berths) have realized the system of “leaving before payment”; 38 medical organizations have realized the system of “visiting doctors before payment”.

Public service: The electricity consumption of the whole society in the whole year is 4.71 billion kilowatt hours, with a growth rate of 10.3%; the household electricity consumption of urban residents is 788 million kilowatt hours, with a growth rate of 8.8%. The average daily supply of tap water is 188,100 tons/day, and the annual supply is 68,652,300 tons, in which the water consumption of households is 24,458,300 tons. The urban area has restored 173,300 square meters of pavement in the whole year, 26,800 square meters of sidewalk, and about 2,700 meters of flush curb. Besides, it has maintained 47 bridges, dredged 151 kilometers of pipelines, and cleared 10,782 inspection wells. The district has handled 128,000 digital urban management cases, and more than 3,685 hot lines for people’s livelihood.

Environmental protection: In the whole year, the district has completed the construction of zero direct sewage discharge area in 5 sub-districts, 10 industrial parks and 30 residential communities; realized full coverage of “three ratios” in rural household waste classification. The ecological index is ranked first in the city and occupies a leading position in the province. The number of days with good air quality in the year is 346 days, and the good rate is 94.8%; the average concentration of PM2.5 is 29.5 microgram/cubic meter.

Safety production: In the whole year, 11 production safety accidents happened, and 10 people died. Compared with the same period last year, the number of accidents and deaths decreases by 8.3% and 9.1% respectively.

IX. Transportation, post and telecommunication

Transportation: In the whole year, the district has built and transformed 30 urban roads, and opened up 6 urban dead-end roads. The highway passenger capacity is 840,000, and the RPK is 70.01 million people-kilometers. The freight volume of highway is 13.03 million tons, and the rotation volume of freight transport is 1,048,480,000 ton-kilometers. The mileage of expressway is 104 kilometers.

Post and telecommunication: The delivery business revenue in the whole year is 259 million Yuan, with a growth rate of 8.5%; the delivery volume is 64 million pieces, with a growth rate of 15.0%.

X. Finance

Finance: The non-performing loan ratio reduced to 0.29% in the end of the year, which is lower than the average value of the province and city. The balance of local and foreign currency deposits in financial institutions reaches 125.339 billion Yuan, with a growth rate of 7.0%; the residence saving is 52.506 billion Yuan, with a growth rate of 11.7%; the loan balance of local and foreign currencies is 121.835 billion Yuan, with a growth rate of 25.0%.

XI. Education and technology

Education: Fourteen schools (kindergartens) including Chengnan Primary School have been built and put into service in the year. In the end of the year, there are 42 primary schools and 33,918 students; 18 junior high schools and 14,818 students; 5 regular senior secondary schools and 7,200 students; 2 vocational high schools and 3,837 students. The entrance rate of kindergartens is 99.2%, and the proportion of junior high school graduates entering various kinds of senior high schools is 99.5%.

Technology: The number of granted patents in the year is 8,979, with a year-on-year growth rate of 88.9%; the number of invention patents authorized is 517, with a year-on-year growth rate of 67.3%. In the year, 100 national high-tech enterprises and 221 provincial small and medium-sized technology-based enterprise are added; the total number is 443 and 1,035 respectively. The ratio between appropriation expenditure of R&D in the year and gross regional production is 3.34%; the technology expenditure in expenditures in general public budgets is 423 million Yuan.

XII. Culture, sports and hygiene

Culture and sports: The added value of cultural industry in the whole year is 1.54 billion Yuan, with a growth rate of 8.0%. The district has built 4 urban studies, conducted 108 performance activities in rural areas, sent more than 40,000 books to the countryside, organized 660 activities of “All People Reading”, and held more than 100 national fitness activities.

Hygiene: The added value of health industry in the whole year is 4.33 billion Yuan, with a growth rate of 8.9%. In the year, the district has moved and expanded 6 hospitals including Chinese Medicine Hospital. In the end of the year, the district has 513 medical and sanitary institutions, increasing by 19 ones when compared with that of last year; 2,929 beds and 5,264 professional medical workers, including 2,465 practicing (assistant) physicians. The construction of Medical Treatment Alliance and Medical Community is advanced in order, and family doctors have signed a contract to serve 285,630 people.
