The Grassroots Organizations Cooperated to Realize “Sharp Eyes and Agile Hands” from Multiple Dimensions in Lin’an

In recent days, Zhao Chengguo (Grid Operator of Qingnan Village, Qingshan Lake Street) carried out daily routine interview, and discovered a forest fire in bud. He took a photo of the scene immediately, and uploaded the photo to the application of grassroots intellectual governance. The photo was shared to “Qingheyi” global intellectual governance center platform. Meanwhile, nearby villagers were organized to put out the fire.

Immediately after Zhao Chengguo reported to the platform, “Qingheyi” high-altitude thermal imaging intelligent sensing and smoke alarm system also captured the fire situation and triggered the alarm, almost with “zero time difference”. After receiving the alarm, “Qingheli” integrated enforcement team responded rapidly, and cooperated with the emergency management department, to arrive at the site at first time. They cooperated with Zhao Chengguo to evacuate 34 people from 13 households around the fire disaster, successfully restrained the further expansion of the fire, and avoided casualties and greater property loss.

The first-time perception and first-time disposal for the forest fire in Qingnan Village is the “joint training” of the “grand comprehensive integration” administrative law enforcement team under the commanding and dispatching of Town and Sub-district General Information Command Room of Lin’an District, and it is also a real case of multi-party co-processing for emergency events.

The Principal of Lin’an District Social Governance Center introduced that we often called 119 when encountering forest fire in the past. The fire department has to spend time in verifying the fire location and arriving at the site. At present, the daily visit, inspection and information collection & uploading of grid operators have realized “longitudinal” collaboration in emergency management. Meanwhile, the cooperation of integrated enforcement team and emergency management department solved the problem of “lateral” linkage in emergency response.

The reporter got to know that the “lateral” linkage between the town (sub-district) and departments was “laborious” in the past. In the past, the sub-district could just stop illegal electricity use on fish in the watercourse, and had no enforcement power. When encountering people not listening to advice or serious circumstances, they had to “call” the agricultural law enforcement department and request it to take compulsory measures on such behavior. When the law enforcement brigade arrived at the site, the people catching fish with electricity just ran away. Under the commanding and dispatching of Town and Sub-district General Information Command Room of Lin’an District, the forces of “lateral” linkage departments of agricultural law enforcement and emergency management directly sink to the town and sub-district, and “leaders” of the town and sub-district can directly command and dispatch. In this way, the disposing efficiency for emergencies has been improved greatly.

Qingshan Lake Sub-district is the first pilot sub-district for “lateral” linkage between the law enforcement department and the town & sub-district. Since this reform was initiated on October 8, 43 law enforcement officers of 9 law enforcement departments including comprehensive law enforcement, market supervision, natural resources, emergency management, agriculture & rural areas, hygiene & health, culture, culture & culture, ecological environment, and transportation begin to settle down in the sub-district. A list of 315 comprehensive administrative law enforcement items in 14 aspects has been issued. Since October 15 last year, the Integrated Administrative Enforcement Team of Qingshan Lake Sub-district has dealt with 435 cases, and the number of cases solved increases by 11.1% when compared with the same period last year. The average time to handle simple events is 7-8 minutes.

Tianmushan Town, Lin’an District is an early pilot town for “longitudinal” linkage to handle grassroots emergencies. Since October 2021, Tianmushan Town has conducted iterative upgrading of “four grassroots governance platforms”, construction of grassroots governance system with “cerebellum + hands and feet” police network cooperation mechanism, and “grassroots management system reform”. It has formed a grassroots governance team of 1,948 people, and implemented the “1310” quick response mechanism (respond in 1 minute, contact the party in 3 minutes, and arrive at the site in 10 minutes), to make this town “hear and see better” and react quickly in rescue and relief work, check for hidden dangers, and resolving of conflicts and disputes. The principal of Tianmushan Town introduced that the three indexes of Tianmushan Town (number of effective warning situations, visits and letters, and public telephone of mayor) decreased by 24.9%, 35.8% and 31.6%, and the average response time of event handling dropped to 23 minutes; the average disposal time decreased by 9 minutes, and the disposing efficiency increased by above 10 times……

The increase of the conflict resolution efficiency is an epitome to practice “Fengqiao experience” in the new era, and it is the choice and key to continuously improve the multiple resolution mechanism for disputes.

The principal of Lin’an District Social Governance Center introduced that backbone forces including full-time mediators at district, town (sub-district) and village (community) levels, professional forces including judge, people's policeman and executive law enforcement personnel, and social forces including sages & wise men, professional associations and volunteers were integrated to establish the “backbone + professional + social” three-in-one multi-dimensional dispute resolution team at district, town (sub-district) and village (community) levels, to comprehensively implement the multi-dimensional resolution mechanism, and to establish a “one-stop” platform for multi-dimensional dispute resolution. At present, the multi-dimensional resolution team at district, town (sub-district) and village (community) levels includes 3,393 people.

For disputes received by the district level, the District Social Governance Center has innovatively established a “refined” diverting mechanism of “longitudinal distribution in possession and horizontal distribution in district departments”, to solve disputes by hierarchical classification. Meanwhile, the District Social Governance Center has independently developed an auxiliary system of conflict resolution, and greatly improved the success rate for resolution of difficult contradictions and disputes via digital empowerment. The system defines the sensitive conflicts and disputes through 15 points of three dimensions (personnel, matter and behavior), and sets up the “three-step five-must” standardized disposal process, to intensify the “sieving” function from source and give a “combination blow” of “profession + timeliness” in the process. Since the system was initiated in May last year, it has received 3,304 events, and handled 3,193 ones; the completion rate reaches 96.64%.

Till now, the success rate of contradiction and dispute resolution has reached 96.76. Meanwhile, according to “136” resolution target, 95.6% of contradictions and disputes in the district are resolved at town (sub-district) and village (community) levels, to realize “home affairs, home solution”.
