On August 2, the Hangzhou Bureau of Statistics’ party building leading-led statistical grassroots wisdom governance on-site meeting was held in Lin’an District. The meeting focused on the keywords of “party building leadership” and “grassroots wisdom governance” in order to explore the construction of a comprehensive, efficient, and intelligent statistical grassroots governance model. Around 140 leaders from the Hangzhou Bureau of Statistics, statistics bureaus of the districts (counties, cities), and relevant officials of the towns (sub-districts) in Lin’an District and the Qingshanhu Science & Technology City attended the meeting.

The participants conducted site visits to Hongcun Village, Qingshanhu Sub-district, Linglong Sub-district Party-Mass Service Center, and Hangzhou Li’an Environmental Engineering Co., Ltd. within Lin’an District. They gained insight into Lin’an District’s commitment to enhancing the statistical grassroots governance capabilities and its innovative practices through the implementation of a “1+4+N” work system. They also visited the Lin’an District Statistical Work Achievement Exhibition and held a meeting to discuss their findings.

During the meeting, principals from the Linglong Sub-district and Hangyang Co., Ltd., acting on behalf of the town and unit leaders in Lin’an District, participated in a work exchange on “preventing and punishing statistical fraud and falsification”. The Hangzhou Bureau of Statistics, along with the eight districts, counties, and cities under its jurisdiction, have signed a letter of responsibility for ensuring the quality control of statistical data. Additionally, the heads of the statistical bureaus in Lin’an District, Xihu District, Xiaoshan District, Yuhang District, Linping District, and Tonglu County, shared their experiences and highlights on the fundamental development of statistics.

The head of the Statistics Bureau in Lin’an District delivered a report entitled Party Building Leads the Four Capabilities to Drive and Create a New Pattern of Grass-roots Wisdom Governance. In recent years, the bureau has prioritized “Party building leading business, Party building laying foundation, Party building offering excellent service, and Party building promoting development” as the four key points, created N characteristic units by means of “granularization”, and the party building brand has been recognized as an excellent example by the provincial statistical system. The Statistics Bureau in Lin’an District utilizes the power of statistics to enhance its reputation for “party building leading-led statistical grassroots wisdom governance”.
