Five Departments Jointly Guard Ecological Restoration Work

To promote the deepening of ecological restoration work of forest resources, on April 8 the International Rare Animal Protection Day, the District People’s Procuratorate cooperated with the District People’s Court, the District Public Security Bureau, the District Agriculture and Rural Bureau, the District Comprehensive Administrative Law Enforcement Bureau and the Administration Bureau of Zhejiang Qingliangfeng National Nature Reserve to carry out the theme activity of International Rare Animal Protection Day.

Forest resources are one of the most important resources on the earth and the foundation of biodiversity. As an important ecological barrier in western Zhejiang, Lin’an features Tianmu Mountain, Qingliangfeng National Nature Reserve and Qingshan Lake National Forest Park, with high forest coverage. “Seeing from the situation in the past few years, although there were few cases that damage forest resources, such as illegal hunting, excessive and illegal logging, and illegal occupation of forest land, many of the criminal cases each year required the parties involved to be held responsible for ecological restoration in order to achieve the goal of ecological protection.” said Wang Haojun, a member of the Party Group and Deputy Prosecutor General of the People’s Procuratorate of Lin’an District.

At the event site, the five departments, namely, the People’s Procuratorate, People’s Court, Public Security Bureau, Agriculture and Rural Bureau and the Comprehensive Administrative Law Enforcement Bureau jointly signed the Implementation Opinions on Carrying out Ecological Restoration of Damaged Forest Resources in Lin’an District, Hangzhou City, and jointly unveiled the plaque for the Wildlife and Plant Public Welfare Protection Base and the “All Area Inspection E-Station” in Lin’an District. It is learnt that the Opinions aim to fully leverage the functions of various departments, deepen cooperation in areas of exchanging illegal clues, jointly carrying out special rectification and promoting forest resource ecological restoration.

“After the establishment of the Wildlife and Plant Public Welfare Protection Base and the ‘All Area Inspection E-Station’, the procuratorate will fully leverage the functions of procuratorial public interest litigation, urge relevant administrative organizations to strengthen administrative law enforcement supervision and strictly hold violators responsible for ecological restoration, so as to achieve comprehensive protection of forest ecological resources through procuratorial public interest litigation,” said Wang Haojun.

It is described that generally, ecological restoration refers to the use of techniques and methods of biotechnology and ecological engineering to reconstruct damaged or degraded ecosystems through certain engineering measures, so as to make the ecosystem functions restore or approach the original state. Next, the relevant departments responsible for protecting forest resources in our district will work together to carry out duties and jointly promote the deepening of ecological restoration of forest resources, and truly make the concept of “whoever destroying forest resources shall be responsible for the repair” deeply rooted on the people. In addition, for illegal and criminal cases of damaging forest resources that are not suitable or cannot be restored in situ, alternative restoration methods such as forestry carbon sink subscription, wildlife and plant public welfare protection, or labor compensation, etc. will be adopted to build a strong ecological protection barrier.
