Recently, a legislative work symposium on the Zhejiang Tianmu Mountain National Nature Reserve Regulations (Draft) was held in our district. The meeting included a report on the legislative work and a discussion of relevant modification suggestions. Attendees included responsible persons from the Commission of Legislative Affairs of the Provincial and Municipal People’s Congress Standing Committees, and district leaders Qian Meixian, Tang Feng, and Lu Yicheng.

Zhejiang Tianmu Mountain National Nature Reserve Regulations is an official legislative project of the Municipal People’s Congress Standing Committee this year. During the meeting, representatives from the Tianmu Mountain Management Bureau, District Justice Bureau, District Comprehensive Administrative Law Enforcement Bureau, and Tianmushan Town introduced the current protection status and development utilization of the Tianmu Mountain National Nature Reserve and provided opinions and suggestions on the specific contents of the regulations.

Zhejiang Tianmu Mountain National Nature Reserve Regulations is the first local legislation in the history of Lin’an, making it highly significant for the district. The District People’s Congress Standing Committee, as the drafting unit of the Regulations, has been continuously engaging in consultation, collecting opinions and suggestions, formulating promotion plans, and assisting the Municipal People’s Congress in promoting the legislative work since submitting the draft for review.

Qian Meixian indicated that in the next step, the District People’s Congress Standing Committee will cooperate to ensure a seamless transition of work, promptly and efficiently implementing the requirements of the Provincial and Municipal People’s Congress, and promoting the revision and improvement of the Regulations. The Regulations will be included in the learning content for all district People’s Congress officials to ensure proper implementation. Additionally, efforts will be made to carry out legal popularization campaigns through various channels and methods to promote awareness, understanding, and compliance with the Regulations across all sectors of Lin’an society.

The research group pointed out that the implementation of the Zhejiang Tianmu Mountain National Nature Reserve Regulations is of great significance for promoting the harmonious coexistence of humans and nature in the Tianmu Mountain Nature Reserve. It is essential to adhere to the comprehensive leadership of the Party in legislative work, ensuring the correct political direction and fully leveraging the leading role of the People’s Congress in legislation. Efforts should be made to advance scientific, democratic, and law-based legislation. The principle of whole-process people’s democracy should be practiced, effectively utilizing grassroots legislative contact points to hear grassroots voices and understand grassroots demands, thereby deepening and refining specific measures to enhance public participation in the legislative process. It is essential to adhere to the practice requirements of “full-chain, comprehensive, and all-encompassing,” closely integrating the specific conditions and practical needs of the local area and field. Under the guidance of scientific theory, the Regulations should be perfected and revised to ensure they are distinctive, highlighted, and achieve breakthroughs.
